Teamspeak.

Teamspeak is an internet chat program often using microphone headsets, although a mic and speakers will work. The program itself is free, it's the hosting that the collector's edition is offering.

EDIT:

As far as the price, Guild Wars is offering the hosting from Speakeasy. Their cheapest plan is $9.95 a month (USD.) You get 3 months of the hosting, I would imagine it is that plan.

Default Ventrillo

Ventrillo is also similar to Teamspeak and free as an alternative.

Teamspeak and Ventrilo are both voice communication programs. Both of them have both free clients and servers - the only thing you have to pay for is a host server. Several clans lease servers, such as those provided by Speakeasy - other people, such as myself, already have servers and run our own Teamspeak and Ventrilo servers.

Peace,

I doubt I'll be subscribing for a number of reasons: One, the last time I tried to do voice chat, it was very difficult to set up the microphones the right way so that everyone was on the same volume level (some got blasted while others kept dropping out, etc.) and Two, I dropped my laptop recently, and my sound card has since become... unreliable. I'm more likely to have ICQ or somesuch running on a seperate computer.

I would like to ask, though, is it worth the money? Or if you had to choose something else, what would the good folks around here most likely use?
